Bent lifter 2006 Saturn vue

Well, the lifters are metal cylinders that use a spring and fluid to push on the valves, so I doubt it is bent.
What you probably have is a bent intake or exhaust valve.
If that is the case, the cylinder head would have to be removed to replace the valve.

I have a 2003 Saturn vue with 138,000 miles. the machanic says the cam shafts are not turning and the timing belt is broken . How expensive is this to do, can I do it myself ?

First you need to find out if the engine is an interference engine or free running. If an interference engine, it means the valves will interfere with the pistons if they become out of time--like when a timing belt breaks. this means the valves will hit the pistons and vice versa. Usually the valves are bent and the cylinder head must be removed to get to the bent valves and replace them. If the engine is free running, the valves and pistons will miss each other if they become untimed. So all that is needed in this case is a new timing belt. Much, much easier and less costly than removing the cylinder head.

To find out if your engine is free running or interference, check out this website:

scroll down and look for the interference check.

Out look had water damage in engine due to floodneed to remove head do i need to remove engine if so does out top or remove frame from under truck

you dont need to remove engine to remove head, but why do you remove head for water damage? usually engine damage from water is a bent rod. your insurance co should be paying for this.
