Need to replace ar con belt

1 Look at the belt routing (the way the belt runs around all of the pulleys). If you do not find a belt routing diagram under the hood, you'll want to make your own sketch.
2 Find the belt tensioner pulley, usually located just above the crankshaft.
3 Insert your 19mm ratchet or breaker bar tool into the tensioner bolt head and pull toward the front of the vehicle to release tension on the belt.
4 Slip the old belt off of the pulleys.
5 Reference your belt routing diagram to get the new belt seated on all pulleys. Make sure any grooves on the belt rest against grooved pulleys, and that smooth belt surfaces contact smooth pulleys.
6 Slowly release the tensioner and check for correct belt tension.
7 Run the engine and observe for flapping or noise, signs of incorrect installation.

I can get you a diagram on monday but it goes from the alternator to the power steering pump then around the tensioner pulley then around the crank pulley then to the a/c compressor then pull on the tensioner to give you some slack and slip it on the waterpump.I hope that helps.Let me know if you still need the diagram

SOURCE: 99 Beetle Serpentine belt diagram
The serpentine belt on my 2001 Beetle loops around the outside of the large pulley closest to the firewall, at the bottom, then goes around the outside of the forward lower pulley, then crosses to the inside of the one right above the forward lower pulley, then loops over the outside of the alternator pulley at the top front side, then goes inside under the tensioner pulley, and back down to the outside of the big rear pulley.
I hope that description makes sense. A picture would work a lot better, but I don't have an easy way to post it. Also, I know you asked about the '99 Beetle, but I assume its routing is the same as the 2001 (which is the one I have).
