Do you know how your starting system works ? Do you know about the starter relay ? All power comes to an through the starter relay . The park neutral safety switch is on the transmission. Ifyour car is an automatic it will have a neutral safety switch or sometimes called a trans range sensor.Also some cars have a starter relay in the distribution/fuse box under the hood as well as check the diagram on the lid of the box for a starter fuse.

This is most likely caused by a bad sensor in the radiator. I have never repaired this on a ford focus so I can't tell you where the sensor is located but if you find the sensor and then make a jumper wire and remove the wire from the sensor and jump the two wires together and turn the car ON (don't start the car) if the fan runs, the sensor is bad and must be replaced.
there is not a relay , I had same problem and found out that its called a resister . the location is behind glove box , and to the left of the blower motor housing . look for a blue box with about 6 wires plugged into it . It has one screw holding it in , that the resister it is 39.99 @ auto zone and it will have to be ordered Please leave feed
