Turn key to on position. Push brake pedal and it will shift out of park, please tell me if this fixes your problem.

Shift lever blocked in position D ?

Could be the park neutral switch. It senses that foot is on the brake pedal so shifter can be moved.

2003 Ford Mustang won't shift out of park

Could be the brake switch, or the shift lock solenoid.
Both components would need to be tested. And you may be able to shift out of park if you try before you turn the key switch to the on position.

My 2003 ford mustang is skipping in gear but not it park..but it does do it all the time

the engine is misfiring under a load, the most common cause is a bad spark plug , bad spark plug wire or a bad ignition coil. in any case a good old fashioned tune up should take care of it......HAVE FUN

there is a switch located at the top of the brake pedal bracket that maybe bad.Check it for power on both sldes of the connector with a test light. Also try move it up and down to see if your brake lights come on. If not check fuses.

I just bought a 2003 ford mustang and i'm not sure how to turn the head lights on.

The headlight switch is on the dash. It's a 2 position push/pull switch, the first position is the parking lights and the second position is the head lights, it also controls the dimming function by rotating it left or right.

Car wont move out of park

There is an interlock that requires the brake pedal to be depressed in order to shift the car into gear. So...first question (I have to ask!): Did you make sure to press the brake while trying to shift out of park? If so, theres a good chance that the brake switch is bad.
