Do you know what normal pressure is for your model and engine? Low pressure won't turn on the warning light, but low pressure could cause a lean mixture which would alert the O2 sensors and that would set trouble codes and turn on the light. Low pressure would not cause low vac but a lean mixture could. And the lean mixture could be caused by low pressure. Low pressure can also be a faulty pressure regulator or dirty filter which you said you replaced. Do you know what normal pressure is for your model and engine?
