the 1st thing to do is check the owners manual for a way to over ride the lock out mechanism. Here is what you need to check to fix this problem, 1st make sure the brake lights work, if they don't the park release solenoid for the park lock out will not work, if the brake lights work you will have to drop the steering column and verify that when the brake is pushed the solenoid has 12 volts going to it, if that checks and the solenoid doesn't move replace the solenoid, if it does move but still is locked in park u will have make sure the cable is hooked up that pulls the lock out pin back to release the shifter.

Push the brake with the key on, then shift. There is a electric safety on the brake so kids don't knock it out of gear.

The serpentine belt on 1996 Deville broke. Attempted to pull car 1 mile home but it would not move. Can anyone tell me why and how to get it to move?

It should move freely with the transmission in neutral and parking brake released. The parking brake may be stuck engaged - it should release if you put the transmission in drive first (manually check that the parking brake pedal has released).

Simple thing is that the brake sensor is not reading that you have you foot on the brake pedal. Not sure where it is on your Caddy, however. Check to see if your brake lights come on, on some cars I believe the two were connected.
