When dimmer switch is turned to high, the two high beam only light up, the low / high main lamp goes off.

It is normal that when you select high beam that the two high beam lights come on and the low beams switch off. the light position should show high beam
It goes off on low beam when the high beam lights go off and the low beams light up
If the light is reversed then check the wiring to the light
You didn't mention what car it is but if it has a light module then the problem may be in it.

Main beam lights not working

It's possible the "main" lights elements have burnt out.
I believe it's a single bulb per side with both high and low beam elements inside.
Try replacing a bulb and see what that does.

loop the main beam to the second light simple ,find the feed with a meter when the main beam is on ,simple to do but be warned here ---make sure the light has a certificate of homoglonation and a E number in the headlight glass or you could face a big fine for unauthorised modification of a motor vehicle ,also this sort of work can only be signed off by a authorised garage with a Value Added Tax certificate and a inspection to change the cars papers at the local car testing station ,or dont drive in spain as they will impound the vehicle

Why do both low & high beams go out when you turn on high beams?

Can you flash the main beams?

If you cannot then it is more than likely that the bulbs have blown in the high beams.

When you select high beams in most cars they switch off the low ones.

If the bulbs have blown in the high beams or they are not being supplied via the lighting controls then you will get the condition you described

If you can flash the main beams then it is the lighting control unit which needs checking out

Seal beam doesn't light

You should be able to replace just the headlight bulb itself, most cars haven't had sealed beam headlights since the '80s. Assuming that's what you mean by "seal beam". Is it the main beam/dip beam, the high beam, or is it a driving light/fog light (usually mounted down low in the bottom of the front bumper area)?

The main/high beam relay/switch must be stuck on high presuming the high beam stalk selector does not operate. Probably needs replacement.
