The fuel filter is under the car, and above and to the left of the rear axle  D

There are many possible causes why it won't start, but when it was not used for a long time I would check the fuel line. Only one bubble of air can stop the free flow of fuel.
Or a dried out dirty filter in the line.
Try to suck the fuel up to the fuel pump and check if the pump really delivers fuel.

Where is the oil pump located at on a 1996 xjr jaguar

The oil pump is on the front of the motor behind the crank shaft pulley and is not a fun job to change.

Where is the diagnostic connector located on a 2004 Jaguar XJR? I can't find it under the driver's side of the dashboard or under the hood.

On LHD vehicles, it is in the driver's foot well, under the dash, right next to the transmission tunnel. There is a little cut out and the plug is within that cut out.

It will be much easier to find with a mirror. It wasn't obvious to me by feeling around.

Where is the fuel filter located?

For 2002 Jaguar S-Type 4.0L SFI DOHC 8cyl the Fuel Filter is located under vehicle, driver side, below engine area, rear of wheelwell, mounted in fuel line.

If you get just a click you should first check battery charge and all battery connections. The click is probably the solenoid kicking in but without enough battery to turn over the engine.

The fuel filter is located under the car, in front and in a little, from the L/H rear wheel.

Undo the 2 nut connections, and fixing clamp, and its off.

I am trying to find the location of the fuel filter for a 1997 jaguar xjr.

You should find it under the car, just forward and inwards from the L/H Rear Wheel.
Its a small metal in line filter.
With a bolt securing the clamp, and 2 screw in pipe connections.
