This problem is most commonly caused by either a sticky air temp control blend door or a defective blend door electric actuator, this door controls the air temp at the heater/AC oulets.

The heater fan dose not come on some time when driving hit a bump on the road it comes on .

Most likely the blower motor has excessive wear and the brushes which contact the armature are contacting more than one pole at a time, hence the intermittent failure. Hit a bump, or hit the motor, and it'll suddenly come on... Pretty typical really.

Heater blower motor works intermittently

I would replace the blower motor, this sounds like a motor brush problem inside the motor itself.
