It is under the hood, close to the battery, mounted to a bracket. If your car is an automatic transmission the bracket wil hold the ECM and TCM, if it is a 5 speed, the only one there will be the ECM.

Have a 1999 Dodge Avenger V6. Keeps blowing Engine Fuse under hood

Fusible link 3 feeds the PCM. the ASD relay, and fuel pump relay. Assuming it has A/T, that fusible link also feeds the starter relay, the EATX-ECM, and the EATX relay. A short in any of those elements could be causing the trouble.

How do you know it is getting plenty of fuel, did you do a pressure test? I would check for spark on all of the cylinders. You also don't mention if this is the V6 or the 4-cylinder.

99 dodge avenger will not start. 2.5 V-6 engine

A few things...what are the symptoms right now? A bad ASD relay will cause the vehicle to NOT start. Two plastic covered boxes other than the fuse box in the engine compartment. The TCM...PCM...and other relays are there. You may want to swap like relays to see if you have a bad one.
