2000 Jetta heater warms up when car is idling, but immediatly gets cold when I start driving. This summer I replaced the thermostat, water pump, and timing belt.
If your Jetta is a TDI as per the categeory, then this is normal, especially in cold weather. I will take a lot longer for a TDI to come to full operating temperature. The coolant temperature gauge can also go down when the car stops at traffic lights for short periods.
Does it eventually get warm again after driving a little?
IMPORTANT!!! Only have Thermostat, waterpump, and TB replaced by TDI experts!
Vacuum to blend doors cancels when engine uses it upon acceleration... there is a check valve that could have failed there at vacuum lines to blend doors .good luck

Sorry it is not a TDI it is a gls. The temp gauge never moves up more than a line or two ander I start driving. immediatly drops aft
