It sounds like the key cylinder, in the door, has become frozen. You can try putting some powered graphite or penetrating oil into the key hole and work it free. Or take the door panel off and replace it. If you decide to replace parts then do yourself a favor and remove the panel first. Inspect all related parts and make sure it is the key cylinder and not the door latch or something else.
First open glove box and look in the left top corner and you should see a black valet button. Press this then see if the fuel door release works then. If you still need the replacement get the part number from your local Lincoln or Ford dealer
