Gas cap stuck
Well, first maybe try pushing in on the cap while twisting it counter clock-wise. You may, if that doesn't work, just hit it with a rubber mallet. Simply break it apart and get a new one. They aren't very expensive.

If there is one - In trunk - directly behind the gas filler door - behind trunkliner (carpet)
The cable should not have any problems... use a partner to hold the door release and try and pry it open with your fingers.
The spring popper may be bad.
Try this if you dont have an assistant :D
I had this problem with my STI -- easy to fix by bending the little metal on the inside of the fuel door that provides the spring action to open the door. 5 second fix

There is a second emergency release inside the trunk near the filler neck it has a wedge shaped plastic handle on a thin steel cable. Once open clean and lubricate the latch for the gas door.
