if you replaced the tank and all i assume you didnt change the fuel pump. if you dint then all thats wrong is that the float on the fuel pump is gas logged and will move more than if you had put in a new pump thus the fluctuation in the guage.

my friend most of the latest car come's across such problem so it's not the ground wiring problem it's the problem with the fuel gauge unit fitted inside the fuel tank it's time to get replaced it one thing is for sure that part is costly b'cause the fuel gauge is combination of 2 part's the fuel supply pumping motor unit & fuel level indicating gauge unit for such problem see for your nearest FORD authorised service centre across near by so till then drive safe have happy motoring so see you soon my friend..... !

This def sounds like a fule pump issue ...it should be located in the gas tank its self although i would check the fuses first before getting into the tank.
If this is in a 240sx the way into the tank is through the trunk.Lift the carpet and you will see on the mid right side a small 6-8" lid with some wires going into it. Unscrew that and your on your way in.
If you do pull out the pump just be careful handling it as to not break the sensor unit attached to the pump.
