Question about 1991 Ford Probe
It is not in the fuse box in the engine compartment. There is no relay box on the passenger side wheel well wall. There is a relay box on firewall but it does not contain starter relay

On a ford Escort there are only 2 fuse boxes, one is located on the driver side, under the instrument panel, and the other under the hood.

#1 Try starting the car in Neutral, if no start replace the Park and Neutral safty switch. #2 Check for a faulty starter solenoid. #3 Check for a faulty stsrter motor. #4 Check for a faulty ignition switch. #5 Check for faulty starter Relays.#6 Check the Transmission Range sensor it could be out of adjustment or defective. #7 On 1998 and later models, the power relay is in the power distribution box in the engine compartment.
