Since it is both signals out a flasher may also be at fault. The flasher is located with the fuse box, located usually on left side of dash either on the end covered by the door panel(when closed) or near the feet kick panel or next to steering column. While I don't own your particular car this is what i can think of right now.
you would first have to make sure it is switch.Motors and regulators go out often. Does the drivers door switch operate passenger side ok? Can you hear any noise when switch is is up or down position? You would want to make sure all of this first. Door panel controls are easy to replace but you really want to remove panel and make sure you have good motor and window regulator.
More than likely your window regulator has gone out. This is a VERY common problem with GM vehicles from that time. You can normally get a good one from ebay for about $70 or you can get one from the dealer but it will cost a lot more. You will have to take the inside door panel off to get to the regulator but it's pretty easy to change out once you get in there. Let me know if you have any further questions. Thanks for using FixYa!
