Question about 1998 Honda Accord
Most likely cause is a pulley going bad. Very possibly the alternator, power steering pump, or a/c compressor going bad. Could be just an idler pulley or the tensioner pulley.

theres 3, one under the hood, 2 inside the vehicle ..the interior fuse boxes are on the sides of the dashboard on both drivers and passenger sides. open the doors and look for the removable panels on the dash between the drivers and passengers dashboard.remove the panel....u will see the 2 interior fuse boxes...these 2 interior fuse boxes house the vehicles multiplex control units..

It sounds as if your battery is flat. If its not. remove the black fascia around the gear box, it would reveal a slot at under the fascia in front. Put your key in it and the gear lever would move. If it doesnt then you have a major issue on hand
