If the blower motor is not running, depending on the year of the car, it could be the blower motor, the resistor, or the fuse.
Someone would need to check for voltage and ground at the motor.

could be many things such as a leak in the a/c system, blend door/motor, clogged orphus tube, or an electrical problem in the a/c circut- i usually recomend that a/c work be handled by the professionals due to health hazards and most people don't have the right tools to do the job.

look at the front of the a/c compressor when the system is turned on and see if the clutch is engaging. there is a plug there for that assy. otherwise, check the fuse box.

yes there is a blend air door that mixes a/c with the heated air and it sounds like it is out of adjustment the other thing is the heater core could be plugged

it sounds like it could be a problem with the vacuum motor it could also be a vacuum line or the switch. I would check the vacuum motor first when you check the vacuum motor you should also be able to see if there is vacuum in the line. if there is no vacuum in the line I would check the switch next.
