You cannot "disable" the TPWS. Also, when you replace sensors, they need to be programmed to the TPWS computer.

Hi, the steering wheel airbag wires do run down the steering column and would set the light if they were cut. Can you see wires where the rubber flap is? If you can see the wires there, you may be able to repair them, but first you must disable the system by disconnecting the negative battery cable.
If you cannot see the wires, the best option is to have the SRS system scanned by your dealer to find out specifically why the light is on. If you can get a scan and send us the trouble code, we can possibly identify repair steps needed. That said, it is never advisable to work on the SRS unless you are qualified to do the work, as the system can injure a passenger if the repairs are improper.
