I think the malibu's panels have screws by the mirrors and door handle. Remove those screws first and from the push panel upwards. The clips should snap into an upside down horse shoe looking grove. If panel doesn't give look for more screws. Oh the screws will be covered with a plastic button.

there a special tool to remove that clip or you can use a women nylon slip the nylon beetween the handle and door panel and move it be carefull that clip fly off when it loose thanks pierre

There are quite a few bolts on this fender. One on the bottom of the rocker, one between the the door and fender on the "A" pillar, one on the cal, one on the firewall then several on the inner fender and several on the radiator core support. after these are removes you need to take ou the head light assembly and you should have a fender brace under the front of the car. Hope this helps.
