Warm up vehicle, then access heater pipes that run to rear of vehicle. they should be HOT. if not you have a circulation issue. IF they are hot, then the blend door is not in the correct position. this door directs air across a hot or cold core to create the correct air temp. check and update me.

Yes, it can be removed and run without the thermostat. However, your gas mileage will suffer and the heater may not work very well.

I am assuming that the DIC does not "power-up" at all.
Check your owner's manual to see which fuse powers the DIC. If the fuse is OK, you need to get your hands on a wiring diagram and remove the DIC from the dash so you can check to see if you have a good ground on the ground wire to the DIC. Then check to make sure you have battery voltage to the B+ circuit to the DIC. If the proper voltage and ground are present, you will have to take the DIC to your local dealer for repair. Many GM dealers have an exchange program where you can turn your old DIC in and get a "remanufactured" one on the spot. Others will send your DIC out for repair and call you when it is returned to them.

By far the most common issue with the Montana power window is the switch itself.
I stocked one in my shop for a few years as we replaced one in a Montana/Venture every week.
It still could be a bad window motor or a broken wire between the door and body where it flexes during door open/close.
