Not sure what you are saying, but code P0172 is for rich fuel mixture bank one. The O2 sensor on bank one is telling the computer the mixture is too rich and the computer can not cut the injectors back enough to make the mixture lean.

Can I put a 1997 3.8 non supercharged motor in a 1994 buick park avenue that had a non supercharged 3.8 motor in it

No. While the engine would probably bolt right in, there are two entirely different engine control systems for the two models. The '97 engine has OBD-II controls- more and different sensors and controllers, while the '94 engine has the less sophisticated OBD-1 system. They are not interchangeable. An engine from a '94 or '95 park avenue is your best choice. Any from 1996 onward is OBD-II (On Board Diagnostics, second generation).

Where can i find the cam shaft position sensor on a 1996 buick park avenue

This is a very difficult repair. I would guess you're already into it hip deep. The specs for this engine is available in the Chilton's manual. Every library reference section has one. Look under "cam shaft-remove and replace.

Car Runs to Lean. Help!

http://www.obd-codes.com/p0172
P0172 is running too rich, not lean. Was it a typo, or did you really have P0172 (just like my Buick, same two codes [0300, 0172]- and still working on it). Go to the site above and look. (All codes are there for descriptions and diagnosing procedures.)
If it is too lean, possibly a vacuum leak from a bad hose or the intake manifold.

Crank sensor, ignition module under the coils these all would be good places to check. You might want to see if there are any codes.

You need a blower control module ... located under the relays and fuses on the firewall.

They run about $150.
