Question about 1989 Mercury Topaz
Left turn signal is not flashing. does the flasher relay control both left and right signals?
Yes one flasher handles both sides.
It should be under the dash near the steering column.

If you still have flasher problems, I read on Google to spray WD-40 down in and around the hazzard flasher button, then press it up and down several times...and BINGO...all flashers and signals worked again....just had some dirt and dust in the wiring....

I had the same problem and the flasher is not located in the fuse box because it is not a normal flasher. the cougar has an electronic flasher unit that is located on the left side of the center console. the best and cheapest place to order a new one is amazon.com. they run about $30-$40

The Turn Signal/Hazzard Flasher its located on top of steering column. You have to remove the steering column cover and
the flasher relay is located underneath the turn signal. To install it
is fairly easy but it doesn't tell you where it is located anywhere in
the manual. It took awhile to figure it out.
More details and diagrams can review in autozone.com (free register)...
Hope this helps (remember rated this help). Good luck.
