the hazard flasher and signal flasher are separate. it sounds like the signal flasher itself is bad. it is usually found near the steering column under the dash round and silver in color.
The turn signal flasher is separate from the emergency flasher. It could also be the turn signal fuse, burned out bulbs, dirty or corroded sockets and lastly the turn signal switch.
Good place to start is to check bulbs. Also, have multifunction switch and its circuits tested. The multifunction switch is the blinker arm, and the components it attaches to inside the steering column. Usually tied in with things like high beams, headlight dimmer/daytime running lights, wipers, cruise, etc.

The Turn Signal/Hazzard Flasher its located on top of steering column. You have to remove the steering column cover and
the flasher relay is located underneath the turn signal. To install it
is fairly easy but it doesn't tell you where it is located anywhere in
the manual. It took awhile to figure it out.
