Question about 1994 Dodge Caravan
Years ago the windshield got broken. It wasn't cleaned up real good and some glass got left in there. Now I can't get the thing to switch from air to heater. I don't have a manual to see how to get to that. I have most of the dash removed but still can't get to the problem.
You'll probably need to go ahead and buy a shop manual to be able to disassemble the heater box. There may be glass pieces holding the blend door open or closed.

SOURCE: removal of heater fan switch on dash.
Chances are it is in fact not the switch. These systems are wired so that at high speed setting battery power is connected directly to the fan. However lower settings switches through a set of resistors. These are mounted on a circuit board which in your case is mounted on the firewall on the passenger side of the vehicle under the wiper. Check this before you turn the control panel into a heap of spares on the garage floor.
