If it ran before the ecm switch then its the new ecm. If the ecm was replaced because it would not run then were looking at a differentproblem.

It means the throttle position sensor is open. ( there is no connection ) when you get a flooded engine you push the throttle all the way down and hold it until the engine starts. this is called clear flood. when you do this there is no gas going in the engine so it can clear it's self out and start. so if you have an open tps there is no gas to start the engine. note before you buy unplug and replug several times in case you just have a bad connection.
From your description it appears to be starving for fuel. You need to make sure the fuel pump is running. Listen at the fuel filler door, cap off, while someone else turns on the ignition without starting the engine. If you do not hear the pump run check the fuse, and fuel pump relay. Even if you hear it run that does not mean it is pumping with enough pressure. If you have never replaced the fuel pump on this 13 year old vehicle I would suspect it is bad. Also replace the fuel filter is you have not in the last 50,000 miles.
