Actually I need a copy of the fuse diagram for my 1995 Nissan Maxima. Would a bad fuse cause the fuel pump pressure to be low?

a high resistance would cause it to not run right ,try a hot wire from battery direct to the supply of the pump and see if it works if not renew the pump

Have no tail lights , no inside lights, no dash lights and gauges not working, heater and fan work and lighter

Check diagram of the fuse box, and replace the appropriate fuses. Usually you have a diagram under the bonnet next to the fuse box.

CHECK THE FUSE BOX ON THE DRIVER SIDE UNDER THE HOOD. CAN BE EITHER YOUR COOLANT TEMPERATURE SENSOR NOT WORKING TO LET THE FANS KNOW TO TURN ON OR YOUR THERMOSTAT IS STUCK CLOSE OR THE FUSE FOR THE FAN MAY NEED TO BE REPLACED.
