Look under the hood on top of the radiator there is usually some type of a sticker there which show the pulley setup

Check your pedal height, make sure it is set to specifications. It has to be a certain distance from the floor, if not it will not disengage the clutch.

Since you have tried several fuses even stronger which you shouldn't and still blowing them, surely you have a serious suspension problem and I believe visit a qualified Citroen Garage for further inspection and repair if is required.
