Question about 1999 Ford Escort
Sounds like the Pinon(gear) in the starter is getting stuck and not disengaging when you release the key. It may need to be lubed up or replaced.

check battery,and charging system,may have bad alternator, but from what you discribe it sounds like theres a hole in the block, lets hope im mis understanding but start by making sure battery is good ,good luck.

If as you say the starter motor & the imobilisor test ok . have some one hold the key in the start position & check voltage at starter motor to ignition switch wire.ignition switch may be at fault
