SOURCE: Headlight lens removal on 2002 Mercury Cougar

Several car wax companys make kits to clean the outside of the headlight lenses. Check your local parts stores. It's usally pretty hard to remove the len, they are often glued on.

SOURCE: 1993 mercury cougar headlights turn off!

it could be a loose connection somewhere in there...that would explain why when they get hot and expand a circuit is opened and once they cool back down they conract and close the circuit again...check the wiring starting at the bulb and work your way back.

2002 mercury cougar- electrical problem when i hit the breaks

Sounds like a wiring short somewhere. With the car not running, how do the brake lights look when you press the pedal? Check if things are different with headlights on or off... don't guess. Could be a bad ground connection also. Also, make sure your battery is charged and the alternator is working.

Headlights go off when lights are switched from dim to bright ...

You need to buy a whole new clicker, same thing happened to me, eventually your bright lights will end up not clicking off or vice versa. and your turn signals will mess up. Get a new clicker, it's the easiest solution, but not the cheap one. mine was like 200$
