SOURCE: changed headlight bulb but still not working, in

Keep in mind there are TWO seperate headlight bulbs for each side. One above the other. The first one you see is the highbeam. Look above it for the other rubber boot, its square. That houses the low beam bulb.

I think that is telling you one of the headlights is out, or the headlights are on with the key off.

2005 mini cooper battery was dead, bought new one and now will not crank. Radio and lights come on.

Have you looked into the PSP (Power Steering Pump) relay, or the cooling fan? This problem has been know to create issues and lead to a dead battery. For more information, read this forum of MINI owners, there are quite a few with your issue, and they are trying to get a recall. the 2005 MINI's also have a headlight recall.

What and where is the fuse for the headlights for a 2003 mini s

Headlight fuse located on left side panel under dash. The cover pops off easily and is well labeled.

Mini also included a few spare fuses and a nifty fuse puller in the panel

Lights keep going dim on mini cooper s 2007 dashboard

You don't say if it's "just" the dash lights, or if other lights do it as well. Try turning on a dome light and see if the dome light does it along with the dash lights. Do you notice your headlights doing this as well? These are just troubleshooting steps. If multiple light sources (dome, headlight, etc.) do it, then it's most likely a voltage regulator issue.
