Question about 1993 Chevrolet Suburban
Trying to figure out what I have to repair or replace to get 12volts at the washer pump it works fine when connected direct to 12 volts. Volt meter shows a whopping 1.42 volts on the wires at the pump when the wash lever is turned. windshield wipers work fine. This suburban does not have a rear windshield washer.
High resistance, partially broken wire, corrosion or poor connection, something in that circuit...somewhere. Take a voltage reading at the pump's fuse for a starting place- if you have a good 12 volts there, the loss is from that point in the wire to the pump connector. The switch, the junction block. Look at the pump connector- is the wire connection good- and back from it at the wire where it may have got pulled or yanked hard, breaking some wire strands, or got exposed to heat and burned a bit, look for things like that. I hope you don't have to pull some wiring harness apart. That's tedious, easier to rewire it after a point. Good luck.

Backprobe the washer switch and check voltage there if 12v suspect voltage drop in wiring from switch to pump if not 12v check voltage to switch if 12v voltage drop is in the switch

with wiper on try to wiggle the wiper arm with your hand. if motor is stuck this will sometimes jar it loose. you may need to do this for a minute as the wiper is a delay system. also if you can move the arm thru its sweep then it is just the wiper arm loose if this is it remove cover at base and tighten nut

Rear washer may have it's own reservoir . Can you hear a pump humming when you activate the washer? Look in the under flooor compartment

the pump has packed up its under the inner wing on the washer bottle and its one pump that does both by reversing the motor ,its a job to get too without removing the plastic inner wing

The wiper switch could be bad, but have it checked out by a shop, you dont want to guess and replace parts that are good.

having worked on this type of a problem before.... first have some one run the washer for you. look at the rear for the fluid to come out at the rear driver's side, also open the hood and watch near the fill opening for the washer fluid and the fender. GM's fittings tend to come apart at those spots.
