I have the exact same problem. Just one day it decided not to shift into forth gear. No other problems noticed in other gear positions.

Check the wiring on the TCC Transmission Converter Clutch solenoid at the trans and the PCM . It is possible the PCM is bad . BBB Industries online has free wiring diagrams for this model.

Crown victoria 1989 kick down assembly

There a tab at the linkage you unlock it and slid the cable till it is just a little loose the snap the tab back in, drive the car and make a note when the car shifts into overdrive, it should do it at about 55 miles per hour at half throttle, if it shifts to fast tighten the cable if it stays out of overdrive loosen it

Slipping transmission when overdrive already changed gasket and fluid it looked and smelled ok

could be a shift solenoid problem or or clogged trans filter or even burnt up clutches you should take it to a reliable trans shop and have a diagnostic ran on it while you still have the chance to save your self a nice chunk of change

How can a kickdown cable be hooked up wrong if its connected to the tranny and the throttle body on a 1992 crown victoria

More likely it is not adjusted properly Kickdown cables are used to control fluid flow in the transmission so they shift correctly If adjusted to tight or to loose it will cause the transmission to not change gears properly or not at all

Transmission not shifting

Well usually its the overdrive in the trans. Try disengaging it and driving. If it does let you go into the other gears then look into a OD silenoid.
