Question about 1996 Ford F250 Crew Cab
Could be a faulty brake light switch or solenoid for the shifter.
You may be able to shift out of park before you turn the key to the on position. Could also be a heavy load on the transmission such as parking on a steep hill.

most likely your brake switch is out. If you had a scanner you would be able to see if the computer see's you pressing on the pedal. Or if you know how to test you could check to see if it switches ( completes the circuit ).
