Question about 1998 Honda Civic
I'd'd say your switch-the lock cylinder. Isn't the wheel lock just mechanically operated?

See a honda dealer or remove console to get to shifter solenoid. Also adjust cable to get key out of ign. We always would pull shifter back and push it foward firmly into park to get them to release key.

Testimonial: "You are right! I finally gave it a really good push and pull left and right and it worked. It's not fixed, but at least I can get to work! Thanks!"
I have the same problem. The battery in the remote was replaced, still cannot operate lock. I can operate the balance of the door locks from the inside, except for the drivers side. I manual have to push or pull the door lock.
