Pretty common on the 03-05 Sunfire instrument clusters. It's caused by the stepper motors on the cluster circuit board going bad but it can be fixed. Check out this page for more about how to get it fixed - Sunfire speedometer fix

need to know the engine size and you should have a diagram for the belt routing under the hood. if the belt tensioner is faulty or one of the pulleys have seized .have those repaired first instead of putting on the belt again.9 out 10 it is a faulty part that is why you may have lost the belt.

It sounds like a timing issue. Make sure the cam shafts and timing belt are installed correctly. Hopefully you have not belt any valves while trying to start it. Good luck.
