I am now attempting to change the ing. switch located on top of the steering column, I have removed the four column hold down bolts . I can see the switch but still cannot get to it ,do I have to remove something else to drop the column down far enough to get to the switch. The truck is automatic with column shift.

Could be the neutral safety switch or clutch switch depending on it if is a manual or automatic trans.
I'm assuming you can jumper the wires on the starter and make it crank.

Well there is a rod that goes from the lock cyl down to the switch and it pokes up thru the bottom of the switch. Usually you can take the screws out of the switch and lift it up off the rod.

Possibly the switch at the bottom of the steering column, that the rod pulls on. May be loose, or worn out.

My blazer had to be jumped and now that it ran for awhile i shut it off and now i get power but no clicking from trying to start it

If it won't restart now by jumping with another battery, unfortunately sounds like the starter has locked up...sometimes but not always, you can use a hammer to tap the starter then try again...as this works...you need to replace the starter so you won't be stranded:)

Have an 1985 mercury grand marquis have power to the ing swtich lights everything works except the starter no electric to the coil also I was told it is the starter relay not soiloid but, relay I can not...

You may want to start looking for a fusible link that might have burned.Sometimes they are located down by the starter and sometimes under the hood depending on the manufacturer. A fusible link looks like a plain wire but is indeed a fuse link and acts just like a regular fuse sometimes you will be able to see where it burnt through the insulation and sometimes you wont thats why i pull genlty on the wires and see which one starts to stretch.

Brand new battery installed, still no power?

YOU COULD HAVE A VERY BAD CONTECTION FROM BATTERY TO STARTER, TRY TO ATTACH LEAD DIRECT TO STARTER (LARGE FEED CONTECTOR) FROM JUMP BATTERY AND THEN CRANK WITH FULL BATTERY, IF SAME STARTER IS JAMMED OR SIEZING UP
