Question about 2001 Ford Ranger Regular Cab
UN SURE IF IT IS THE FUEL PUMP A FUSE OR MY RELAY
Alright the first thing i think you should do is pull the carpet back on the passenger side and check the inertia switch make sure the red button on top is all the way down this will shut off fuel in case of an accident and sometimes are tripped by kicking the panel getting in and out of the vehicle or a small bump from a shopping cart or maybe using the truck on the farm or severe terrain any of these can trip the switch as for the relay a voltmeter is best to test it you should have in a ground and an open and a ground with key off with key on you should have power and ground on the control side of the relay and 12v on the switch side of the relay going to the pump

SOURCE: 2000 ranger fuse diagram
Fuel Pump relay switch is in the main box usually located on the drivers side Fender in a black box.
According to the owner's manual in the power distribution box in the engine
compartment (Ford recommends disconnecting your battery)
Relay # 5 is the fuel pump relay , and also in the PD BOX is a 20 amp mini-fuse
for the fuel pump relay + RAP module in location # 9
( P.S. - don't forget your fuel pump inertia switch , in the right front passenger area ,
by the right front kick panel )Sometimes this gets kicked by passenger or if the car is bummed hard it could set this item to shut down fuel system. Best of Luck

Like Laurie Mack said. It is the inertia switch below the glove box. Here is some funny information. DON'T change the fuel pump first. Interesting fact: I bought the new inertia switch from Ford and the install instructions that came with it said to install the switch in the protected area to the right where the fuses are. It is like Ford knows it was a dumb place to put the inertia switch, but they won't let you know until after you buy a new one. I have read at least 20 other people on here that had the same problem I just had.

Did you check the fuel inertia switch in the passenger side kick panel ?
The fuel pump is powered :
the fuse to the fuel pump relay.
The fuel pump relay to the fuel inertia switch
The fuel inertia switch to the fuel pump itself.
At the fuel inertia switch in the kick panel, power from the relay is the Dark Green w/ Yellow stripe wire and the pink w/ black stripe wire is the power. from the fuel inertia switch to the fuel pump.
If you jumper the fuel pump relay, you should hear it run. If not pull the fuel pump relay, and check the pins in the relay socket, pin 30 should be the power from the fuse.
If you have power at pin #30, jumper the relay socket as shown with the red line above, and check the dark green w/ yellow stripe wire at the fuel inertia switch for power.
Press the button on the top of the fuel inertia switch, and check for power leaving the fuel inertia switch on the pink w/ black stripe wire.
This is tests good, check for power at the fuel pump, same pink w/ black stripe wire.
Fuel inertia switch info is in the owners manual, If you did not get an owners manual with your truck ( purchased used ), you can download one from Ford :

In your power distribution box in your engine compartment (Ford recommends
disconnecting your battery before servicing fuses / relays in PD BOX )
fuse # 9 - 20 amp mini-fuse for fuel pump relay and RAP module
relay # 5 - is the fuel pump relay in your PD BOX
also , the fuel pump inertia (shut off) switch is in the right front passengers
footwell by the right front kick panel.
