SOURCE: passanger headlight bulb inop
disconnected the HID ignighter. used a T20 to remove bulb cover. pulled out bulb and installed new bulb. DO NOT TOUCH THE BULB WITH BARE HANDS!!!

Try disconnecting the lens/light assembly (just the wire plug) and see if you can make it blow the fuse without it. If so, they're wrong. If not, they're probably right. Dealership mechanics, for some reason, tend to not be very good diagnosticians. You are wise in questioning their input.
