I replaced fuel pump, changed the relay under neath the drivers side . it did start with either.
Under dash on drivers side remove kick plate above pedal should be right next to fuse panel if its like my vw cabrio 2.0

Underneath your hood, behind the passenger side headlight, behind the core support, is a bank of 2-8 relays. One of those relays is the relay needed for your fuel pump. There will also be a fuel pump relay fuse located there. The relay designation should be on the cover of the relay compartment.

The Fuel Pump Relay is located in the Glove Box under a little cover on the upper left side. The Fuel Control Relay is the left relay and The Fuel Pump Relay is the right. To test these relays, swap them and then try to start the vehicle, or blow the horn. If the horn blows then use that relay for the pump and you may at least drive the vehicle where needed! If the vehicle starts, then replace them as a pair.

Your vehicle's fuel pump relay is located on the relay center, behind the glove box, 2nd column of relays, 2nd one from the top.
