Check and clean (or replace if need be) the mass airflow sensor and the oxygen sensor that is mounted before the catalytic converter - these are the two main contributors to fuel mileage, good or bad. It's also a good idea to do a basic tuneup as well - change your oil and filter, air filter, spark plugs, spark wires, cap, and rotor. Get a bottle of Seafoam (from a parts store, right on the shelf with the other engine chemicals and additives) and dump it in the fuel tank, then top off the gas. You're probably looking at about $100 or so for all the tuneup parts (plus the cost of the oxygen sensor or mass air sensor if they need replacement), but it's money well-spent. I did exactly this treatment on my girlfriend's 93 Civic (178k miles, 1.5L four cylinder, auto transmission) and her mileage went from 26mpg to 44mpg with $110 and a couple hours invested.

It cant be adjusted. You brakes are bad or something is messing up the auto adjustments. Clean the brakes and turn the drums if you can. If not clean the drums good with sand paper and wash it down well. DONT use water of course but a good brake cleaner.
PS a trick I use to tighten up my brakes is to have the drum off of one side. Push the brakes down slowly until I here a click or two and re install the drum. You dont want it too tight of course. It should spin freely. My brakes would be very good for a couple of months.
