I knew that when mine did this it had too be more than a coincidence. So I started at the fuse panel and BINGO! the 20 amp fuse for the wipers (#5 on the 2001) was blown. When I replaced it everything went back to normal. Wish ALL repairs were that simple and cheap!

sounds like an ignition switch glitch or ignition harness problem can be either depending on the amount of wear and tear with turning on and off of the ignition tumbler or possible chafing or inconsistent short in harness to ignition switch check the ground line up through harness first and check the wiring harness condition
If the fuse blows as soon as you put it in and the wipers are off then you have a short between the fuse block and the wiper switch.
If the fuse blows only when you turn the wipers on then more than likely the wiper motor has shorted and burned out. This one is very likely if the snow storm was heavy and you was driving in it. Cause- Moving large amounts of snow and ice off the window puts a heavy load on the wiper motors.

HOY WATER down In the COWL AREA NOT the GLASS Please BUT Try some Rock SALTY HOT water to unstick those wipers, The 4 BY 4 Problem Most probably is Cold weather related Especially if you have Not Had ANY problems with it Before the Cold Snap, Try if you can and have Nose thu Vehicle in Garage and let it Idle for 30 minutes then try SWITCHING IT. The BCM Unit had to re-learn the systems when I put another unit in. The Windshield wipers use to come on whenever they wanted to without touching the button and the air conditioning stopped working all together, but now it works like new. Everything works perfectly but the only draw back is that the odometer jumped from 94,521 miles to 120,000 miles when I installed the new BCM Unit. I know that the miles were lower but I am happy that the van is running great and everything works just as they are suppose to. I believe that the air conditioner unit did not get the right signal from the BCM and so the motor started to smoke. I ran the engine for 10 minutes and it went away.
