The bank refers to the side of the engine. Bank one is always the same side of the engine as the number one cylinder. Bank 2 is alwasy the other side of the engine.
Sensor refers to before the cat or after the cat. Sensor 1 is before the cat and sensor two is after the cat.
So Bank 2 Sensor 2 is on the engine opposite of the number 1 cylinder and after the catalytic converter.

SOURCE: Where is bank one in
Bank one is the side if the engine where cylinder number one is. Depending on your engine size I believe it is on the US passenger side of the engine.

Have you checked fuel pressure at idle and 3k TO 4K RPMS? I once took a crown vic to a local dealer, wanted $1500 for new cats. I did a fuel pressure test, 15 lbs at idle, 0-5 at 3K RPMS and went to 0 lbs. when punched accelerator. Was a $6 fuel filter.
