There are three bolts under everything that you see. The steering wheel comes off first,then the retainer ring has to come off(it's on the same steem that the wheel is on,there is a tool for that). There is a plate with slots in it that will come off. Pull everything else out carefuly as not to lose any screws or break any wires, and you should see the three screws in a triangle formation. Tightin them & reasemble.

My steering column on my 1989 buick park avenue wobbles side to side and up and down.I was told by a local auto parts place that I could fix jt myself by removing the steering wheel and tightining 2 nuts...

Yes, actually there are three inverted torx screws that's behind the steering wheel lock plate. It is kind of a complex job, I wouldn't just recommend that the average person attack this job, however if you are up for it, I can send you the procedure.

My steering wheel wobbles side to side and up and down.I have been told to take off the steering wheel and there are 2 nuts that have come loose and to tighten them back down,is this true?

actually its four bolts that need loctite and its a go, it takes some special tools but no parts, all the late 80's chevys did this, have done it to two of my own, takes about two hours for a qualified tech

89 Buick Park Ave with no power going to the fuel pump and no spark at the spark plugs.

Check your ignition switch - not the cylinder but the switch located under the dash on the steering column. You should hear an eletric click when you turn the key.

If this is the old body style, it is under the silver panel to the left of the steering column. Open the drivers door and you should see 2 black plastic spin nuts about 2 inches apart. Push them in and turn (They are spring loaded) and the panel should pop loose for removal.

Sounds like the tilt screws are loose ,and will cause too much loose movement to linkage to engage ignition switcn.

It is located above your I/P fuse panel slightly to the right, and near your steering column, left side. You may need to drop your bottom dash panel to access it easily. It will take a 7mm wrench to drop the bolts under the steering may need to do that all the way across the bottom dash, just remember how you took it off and don't loose any of the bolts. They go back the way they came out...a little bit of work, but it isn't bad.
