The pump is in the tank,it does'nt have a reset button it does have a fuel pump relay and fuse.

The only way to reset the system is to disconnect battery cables for 10 minutes and before connecting the cables touch together to completely make sure there is no power left in the system

This usually happens when the lift pump gets worn and fuel pressure drops below 7lbs and the injection pump has to work harder by pulling in the fuel and will destroy the pump,your is probably a vp44 fuel injection pump it needs replaced and they are expensive 1200.00+ but also change the lift pump or change to a fass fuel system,if the lift pump went out and you replace the injection pump it will ruin it in a short time.
The injection pump is not an easy job to change or for a novice mechanic as it has to be set in time with the engine at top dead center,and then the whole fuel system needs to be bleed of air.

I don't beleive so, the 95 is OBD I and the 96 is OBD II. Plus you'll need to verify the exact transmission according to engine and 4X4 or 4X2.

1995 dodge van falls down when the fuel tank gets to 1/4 of fuel

sounds like a possible pluged fuel filter or a tired fuel pump. the pump is cooled by the gas. so if you work it at 1/4 tank or below it tends to get hot. but towing may make it hot anyway. check fuel pressure and the replace the fuel filter
