Is the battery dead or disconnected? I've had that problem in another Chevy. With battery disconnected it would not return to the off position and allow me to remove the key.

You can try 3 things:
1. Make sure the vehicle is fully in PARK if an automatic, and in GEAR if a standard.
2. If key does not come out, wiggle the steering wheel back and forth as you try to remove the key. Making sure the key in completely in the OFF position.
3. Bring the vehicle to a dealership, they can fix the problem.

You may have a bad tumbler. Try rocking the steering wheel back and forth while turning the key. Sometimes the steering wheel lock puts too much pressure on the tumbler and the key won't turn. If that fails you will need to replace the key and tumbler.
