Just maybe your O2 sensors are not operating properly. They may be requiring your engine to heat them up to get upper temperature readings but not lower. You can easily diagnose these and all other sensors and problems by purchasing a Hains manual at your local Auto Zone or Advance auto store which will greatly aide you in diagnosing all your auto needs. And the fault symptom index at the beginning of the book will ease your troubles with professional one on one advice with step by step instructions. Its like having your own ASE certified mechanic at your finger tips. Good luck.

SOURCE: evaporative emission control system

The evap system allows for gas vapors to be recirculated through the system and burned by the engine, rather than vented into the atmosphere.

It means that the Gas cap is bad,the evap canister is clogged, you have a bad hose,or a sensor is bad.Replace the gas cap first,This is a common problem.

hi what part of the inspections? emissions? normally if you have the engine light on and you have high emissions, this is normally due to a bad o2 sensor, but that's just a guess, you will be better off getting the code read on a diagnostic's machine to find out what the error is, the belt can and can not have things to do with it, if the timing was out that would have an effect but if the vehicle is running ok then i very much doubt that will be anything to do with it but like i said if timing is out it will...hope this helps

If it is not passing because monitor is not completed and there are no trouble codes.
Start from cold engine with no more than 3/4 tank of fuel and more than 1/4. Drive it about 25 miles with at least 2 minutes of steady speeds between 35-45 mph and also the same at 50-65 mph. Then make several stop and goes, pausing about 20-30 sec when stopped.
If you turn the engine off before the monitors complete you must go thru a 6 hour cool down cycle before it will try and complete again. Then stop by an Autozone or some place that checks codes for free and have them check it and make sure no codes are stored in memory and the P1000 code has cleared. If it has cleared you should be good to go then. Plus this will make sure that it is not an issue with their inspection machine linking up with your vehicle. The only other problem it may be is if you are loosing the keep alive memory when you shut down your vehicle. That would be fuse 19 (15amp) in the underhood fuse panel.
