This is an ongoing circuit board issue with this model. Mazda has an exchange program with united radio (http://www.unitedradio.com/) in Syracuse NY you can get a replacement for around $150.00

Blowing this fuse is usually a sign of a shorted out starter or the positive battery cable. Make sure the cable has no holes in the coating where it could be shorting to ground. Next would be to replace the starter with a known good one.

SOURCE: blown 100amp fuse under hood.
you need to remove the sides of the holder, when you do you'll see a small bolt on each side of the fuse,, these fuses have legs that get bolted down, I believe its a 10mm head on it,, take care when removing them, they disapear quickly as they are so small, and keep track of which wires attached to them go on which side
