Question about 1999 Volkswagen Passat
Whirring engine sound when car is started and then increases for awhile when accelerated
Without more information about where on the engine the whirring is coming from its hard to say but I would check the idler and tentioner pulleys on the belt first.

This is when an engine typically misses, there is allot fo load on it, have the spark plug wires checked for any burn marks where they go over the spark plug.

You have a bad coil pack, they usually crack from age and heat. It's best to replace them all. Check for a VW recall on this item.

This vehicle certainly does have a waste gate and they do have problems. However the waste gate diverts exhaust internally so you would not hear any unusual noise if it was being problematical. Also if the expected boost from the turbo did not match the actual boost there would be a check engine code and light on. If the hoses between the Turbo & the intake have a leak there may be a similar loss in power depending on the extent of the leak. It would be best to scan the engine computer to see if there are any Codes.

If the vacuum pump was a used part did you **** on the pipe to check if it operates correctly,and then there is the throttle plate(accelerator), it needs cleaning as this causes hesitation(remove the fat black pipe on the front right and hold the plate open manualy and wipe clean with wd40 etc, dont use carb cleaner as this removes throttle plate bearing grease) as does dirty air filter, sparkplugs and like you state vacuum hoses.On my passat i replaced all vacuum hoses and clamps as they split after 5 years from heat etc.Dont waste time replacing one, do all.Clean and wd40 your ht leads and clean and inspect the sparkplugs as damp etc causes hesitation.Hows the air filter.
