Question about 1996 Dodge Grand Caravan
I am having problems with power surges in my caravan. It does not do it all the time. The fans also kick on and off at will. They will kick on even when I am starting it for the first time in the morning. They do not run consistently.

Sorry guys, but you may be facing a TCM failure. This is the computer brains of the outfit that causes problems such as erratic gauge performance, flashing map lights and surging of the engine. But it may not be either. Only a complete computer diagnosis can tell for sure.
TCM = They Cost Much $.

It would appear that the relay is located on the cross rail that runs across the front of the vehicle (in front of the radiator). I found out that it is riveted in place by a single rivet, so in order to replace mine, I will have to remove the rivet and use a self-tapping screw to secure a new one.
The fan relay is located in the fuse panel located under the hood beside the battery. It will be marked under the lid. Make sure you check the maxi fuse for the fan also.
